Radio "tone adjustments" locked?

Radio "tone adjustments" locked?
2012 base 3LT....When I am listening to any station on FM1, the adjustments for bass, mid, treble are locked. They do not light up, and no amount of pressing the + or - boxes will change the settings. The "balance" settings do work on FM1.
When I change to FM2 channels, the tone settings function correctly. I can change them by pressing the + or - boxes.
I have looked through every part of the index in the manual, and cannot find anything that covers this.
Does anyone have a secret to unlocking radio "tone" settings?
