Possibly it is the possible alarm switch that is located in the left fender. 1977 Corvettes had them in the fender and then GM moved this switch to the left door lock cylinder.
Without a photo...describing it does no good.
Below is a photo of some car I found on the web that has the lock cylinder switch in the left fender by the crossflag emblem.

I have a pace car so it is fully loaded and the only things that dont work on it is the horn and wiper fluid pump, and my alarm so i'm assuming the wire is for one of those or it is just not important

Check your alarm horn on the firewall drivers side. The orange wire should attach directly to horn, yellow wire should have a ring style connector with the mounting bolt going through it.
I also have a late 77.

Im out of town right now but as far as i can remember their are no wires connecting to my horn and the only wire in the general area is that cut orange one. It could possibly go to a sensor and they disconnected it because the sensor was bad and it was causing something to go wrong. That is what happened to my brake proportioning valve.

Late 77 right side diagram.
Yes yellow wire is the pulse signal from the alarm anti theft flasher relay.
If wired like the diagram, The only way the alarm sounds if these conditions are made. Now if the alarm is set and the horn just blows and does not pulse, then the anti alarm flasher relay is bad.

Mine has the original weatherstrip and yes that hole is open like yours.
The original alarm horn only had one connector, yours may be a replacement.
