Can anyone confirm that a 1.00" intake spacer will still allow my hood to close on my otherwise stock 79 L-82?

What are you trying to accomplish with this spacer?
Place some clay on the air cleaner lid, gently close the hood, open the hood and measure the clay thickness.

It will have no noticeable effect. If you want a noticeable improvement in performance, set your timing curve up right.
