No telling why the PO did this but the wiring is definitely not OE! My GUESS is that the rectangular cut might have had something to do with a speaker/equalizer/tape deck/CD player/CB installation (take your choice)

It looks like the hole/plate is towards the driver's side a bit.
Wouldn't that put that end of whatever it is/was behind the driver's seat a bit?
