The issue posted above with the photo goes far beyond just the frame; none of the front and rear suspension components are correct either, so they would all be judged as missing, for a huge points loss. Although the frame/chassis in the photo is very professionally done, it's not a candidate for judging that focuses on the appearance of originality. 
No one goes to the effort to build a frame and suspension like that and then justs keeps the rest of the car totally stock. Just doesn't happen.
