Does anyone know why were spinners outlawed by the Federal Gov't in 1967 ?

I guess. but I haven't ever had a dangerous encounter with the spinners on my 1961. perhaps I am missing something - but I just don't see how these can be considered dangerous

Nader didn't like them, and had "winged projections" banned in the initial release of the first group of MVSS (Motor Vehicle Safety Standards).
