I think they..the vendors quite selling them...you will have to modify the C3 guards for your car..

Outside of the obvious need for them and the costs to produce them (research/development, patent rights, tooling of equipment) and then how many they would need to sell just to break even. And that is also why the 1968 and 1969 are not offered.
Also..something to consider if you go and make your own. The width of your wheel well lip DOES make a difference.

Make cardboard templates to figure out how big a piece of polycarbonate you need, and trace the patterns and on to the polycarbonate and cut it out with a jig saw.
Sand the edges and determine your clamping system - either screw
or a clamp that does not penetrate the fiberglass. 
The scratches in the polycarbonate can be buffed out with rubbing compound for a clear coat to look like new again. Plus, it will bend rather than break.

Prepare yourself for the flack from the purest that will say "MUD FLAPS ON A C2"

I have a COW CATCHER on the front of the 68 that has been there for over 100,000 miles and saved the grille from road debris a time or two as well as the paint.
Been there, but don't have the chips in the paint from driving the car.
