It likely doesn't weigh enough to upset the engine balance. Too, it's close to the rotational center of the crank which further reduces its ability to do bad things.
Still, wouldn't it look kinda tacky to just leave it on?

You mean like going to Dennys for breakfast wearing your pajamas?
Remove the piece after you are done using it. It is probably OK to leave on if you are still doing trial and error fussing with the tune.

When I used one of those, I bolted it to the harmonic dampener, without the bottom pulley attached. Have not even considered if you could install this over the top of the bottom pulley???
