Yes and yes. Oil fill cap seals the discharge side on a 1965. 1963 system is reversed from a 1965. This is always confusing when speaking of pcv systems not to mention over the years people have changed things from the factory.
Years ago John Hinkley wrote an article pcv 101 that addressed the evolution of all these systems.
See post # 10 in the following link for the article and after reading it you will see how it is easy to be confused by this issue from year to year.

From the looks of your engine and the fact that you don’t have a draft tube hole in the back of the block it looks like both your suction side and discharge side are the same assuming the hose coming off of the oil fill tube is going either to the carb or into the intake manifold. I really doubt that your pcv system is operation properly but I would like to hear from other more qualified members on this subject.
