On 64-66s, the ribbon cable is inside a flat, black plastic cover. The cover rests in a rectangular opening between the bottom of the column jacket and the column jacket clamp bracket under the dash. I'll try to post a picture later today

That would be great, a picture would be very helpful. I thought it went towards the bottom of the column, but didn't seem to have enough length to do that

A pic under your dash would be very helpful, I still need to put the left fresh air vent cable back on and that routing looks tricky as well. Can't quite see how it doesn't rub on either the brake or the clutch pedal.
