Default Controlled Environment

I am keeping my car stored in an enclosed shed with concrete floors while I slowly aquire all the parts needed for my body off refurbishing. The building has electric running to it. I have 2 questions. Should I plastic the floor to keep moisture from wicking up? Also since I have electric I can have a dehumidifier set up in there on hydrostatic switch. What humidity range should I keep car at until I get to the tear down? The building is sealed to the elements but not insulated.

Actually one more question. We are in the early planning stage for our new house that we will build. What is the best set up to use to keep cars stored? Radiant floor heat and AC?
