I don't care what the ncrs 'bible' says......this falls into the 'Early 69' build category. I am 99.99% sure my seats are original to my car. I didn't purchase my car new in 69 so I cannot be 100% certain but all indications lead me to believe that the seats have never been replaced. As I posted earlier, I do not have head rests. However, I also know that I have an earlier build # on my 69.
So it is not only possible but logical that an 'early' 69 build very well would have this as optional just like 68.
Who reads their bible literally anyway? Even my wifes best friend who is a minister always says you have to read between the lines and draw your own conclusions.
I think that all 68/69 headrests are adjustable, if the spring inside the seat back headrest receptacle still works fine.
I also heard that even that 69 models had the mandatory option of the headrest, this option could still be cancelled for a small refund.
My 68 had no headrests, but I am retrofitting them now for security. I found early 68 seat backs with the headrest receptacles, so I don't need to modify the original once for just in case some later owner doesn't like them.

It's not just what NCRS says, it's what GM says too. It was a "mandatory" option from the beginning of the 69 run till January, then it became "standard equipment" after that.
I'll grant you that if you have a very early 69, it might have gotten through without headrests. After the first 1000 cars or so, I don't know.
Easy way to tell....take the seat covers off and see if you have the mechanism within the seat back for the headrest. Chuck
I have an early 69..no 877...with headrests...adjustable..I'm certain seats are original..Know this from restoration receipts and photo's from original owner...the resto was done in 1990-1995..even have photo's of original vette configuration..one of which headrest can be seen on passenger side..barely.....I have receipts for everything...door panels,carpet,seat covers,insulation,misc screws,nuts;paint,all suspension parts,engine,etc....nothing on headrests...
But....it is possible that seats were switched...or modified...but I seriously doubt it...

I have found printed matter to be wrong, so I will submit that it is possible that a few were listed as having the headrest option, but they never got installed for what-ever reason. My '69 coupe had rubber body mounts (original) and the NCRS judging manual says that it had aluminum mounts. So there!
My guess is the headrests are MIA and the seats were recovered. Every Corvette related book I own including the NCRS JG states that headrests were mandatory options in '69 with mid-'69 production listing them as standard. This was a government safety mandate.
Go to any classic car show and you'll notice that any '69 or later vehicle has either restyled seats with tall seat backs or headrests added to an existing '68 design seat. This is the case with Corvette, Camaro, Mustang,... any vehicle from that time period. Even post '69 vehicles with bench seats have headrests.
