Default Cracks from the cold?

I noticed yesterday a small crack in the body by the left headlamp cover and the panel has actually lifted slighty! It's the inside edge. The car is garaged and covered and hasn't been driven for a month. I start the engine every two weeks to keep the battery charged and it wasn't like this the last time I ran the motor. I can push down on the body and it moves about a 1/4 inch. Has something separated? It seems solid at the two support bars. The other side is flat and solid. Any thoughts would be greatly appreciated.

Yup. Rust between the fiberglass and front metal support that runs along the headlight assemblies. The bond lets go.

what's the best way to fix this? Can the headlight supports be rebonded by just removing the headlight assembiles for access, or is this a much more major endevor? Gulp!
