I have never tried the stuff but I was watching that guy on SPEED with the big handle bar mostash (don't know his name) he had a paint restoration guy on and they suggested using a paint prep adhesive spray. I gather it is a spray that you apply first and it help the top paint stick better. I saw some in my local body supply shop

Why do you want "flat black paint" on your emblems? They only become 'flat black' after 30 years of being in the sun. Check out some new emblems; new paint is pretty glossy.
