72 headlight mounting question

Default 72 headlight mounting question

I have been rebuilding my headlights and getting ready to install them.
When I took it apart it had spacers about 1/2 inch think under the ft. mounting pads that run along the ft. support bar just under the bumper.

Question: Are these spacer stock or not? Looking at the aim it appears these spacers were added by bubba.

After looking at the gm parts book it calls for five 5/16x5/8 bolts on each headlight support and I removed two 5/16x1 1/4 bolts and three bolts that were the right size. When I looked at the 74 parts car they were bolted direct without a spacer.

No spacers required. Sounds like the PO didn't know how to adjust the stops and used spacers instead.
