I have several interior parts that look like they have gone through several of Bubba's painting/dying/cracking techniques while taking them on & off for some reason. Is it possible, or is it worth it to purchase a roll of vinyl and redo the covering? If so, what's all involved; adhesive & a heat gun?

The parts I have look like they've been repainted a bunch of times and are flaking all over and some are even cracked.

You can re-skin interior parts...BUT, the quality of the end result is dependent on the surface you start with. Blemishes in the "raw" surface will show through the thin vinyl skin. Several aftermarket places sell [or have sold] skins for the door panels and dash pad. I don't know of skins for other interior pieces. Getting old paint off of vinyl parts would be difficult. I can tell you "first hand" that re-skinning door panels is a real PITA. With all the concave forms on that panel, it's difficult to get smooth results and have it fit correctly. If I were you, I'd hit the swap meets to find decent replacement parts, then clean and re-dye them to your color.
