Default 69 headlight problem

Finally getting things wired up. One big problem when I turn the headlights on low beam the high beam lights are also dimly lit and when I press the dimmer switch its just the opposite (at that point all four lights should be bright) the hi beams are bright and the low beams are dimly lit. I did a voltage test at the dimmer switch and it looks like there is voltage bleading through around 8VDC, but when I do an ohms check on the switch with it disconnected everything checks out fine. does this sound like a dimmer switch problem? I checked all the wiring with al bulbs disconnected and there is no continuity to ground so I don't think there is a short anywhere.

I would suspect the dimmer first and headlight switch second.

You say you checked all the sockets and they tested okay?

I ruled out the sockets because both left and right side are doing the same thing. The light switch was replaced at some time thats why im leaning toward the dimmer switch.
