I just went through the same damn thing here in PA last month. I was trying to get a Classic plate and was refused the first trip through for my 76 because of the luggage rack. OK, after bitching for a week or so I did exactly as the refusal notice said, "remove the rack and take pictures. Re-submit appl. and new pictures." 7 days after sending the new pics out my appl. was approved and am now waiting for the plate and registration.
I took the pic from the rear lying on the ground with a digital camera so that they only saw a view looking up. The plugs were BARELY noticeable. It worked and I put the rack back on as soon as I was told of the approval. It all amounts to some bureaucrat that had their panties in a bunch and wanted to make someones life miserable.
In the end you just gotta get your bitch out and then jump through their hoops....
In Texas, all the car has to be is 25 years old or more. The problem with getting antique plates here is the limitation put on you as to HOW to use your car (like very limited use for parades etc, not frequent use)..
Been running antique plates in Houston for 5 years. Never had a problem taking it where or when I want!!! Had LEOs beside me and behind me and never had a lick of trouble.....
In Ohio historical vehicle plates are easy to get. As long as the car is 25 years old, you can get them. They are supposed to be limited use but I have driven almost 1000 miles in the last year and have not been pulled over yet. They also will let you use plates that are the same year as the car. You just have to take them to the DMV with you when you get the historical plates.
The state "approves" you for antique plates?? I have never heard of this.
I just put them on mine and in Maine they give you a paper to sign with 4 clasifications - Antique, street rod, custom, horesless carrige - you check which one you have and sign it - it does have to be notorized. The only restictions for antique is at least 25 years old and can't be your daily driver.

btw, my vague memory of getting QQ (historic) plates in New Jersey for my 68 was a relatively painless experience, in fact it was easier than a typical trip to DMV. At the time, going to DMV was one of the worst, most time consuming things you could do in your life, but historic plates were handled by a seperate office in Trenton and as I recall everything went very smoothly.

This is the biggest bunch of bull s**t i've heard in a long time. Sounds like your DMV is just as bad as ours is up here in MA. EVERY time i've had to go the the DMV up here it ends up in an argument....EVERY time, no matter how polite you are and how prepared you are with the documents you need. They are very short with people and are so used to denying people that before you even reach the window they are getting ready to tell you to turn around and go home and come back for whatever reason stupid reason they can try to think of.
I agree with the others....take the luggage rack off, snap a picture, get your plates and then go home and put the luggage rack back on.
When I removed my luggage rack I just left the rubber grommets in place. They really don't look bad on my black car so that may or may not work. I do plan on glassing the holes when I paint the car but they look fine for right now.
My .02, I would not glass the holes over, either grommets or the rack in place.
The problem is fiberglass work + paint + sun/heat...the fiberglass and paint will expand/shrink over time and 'eventually' those holes will 'resurface' and you will have 'ghost holes' (noticeable where they used to be), which will become a nice eye sore.
...and being a black car will speed up the process.
I'm in Mississippi. We get our plates from the tax assessor. Living in Tunica County, they don't charge tax on ANYTHING over 10 years old. They told me as soon as we get the title we could get antique car plates. Its a ONE TIME fee of about $30, they never have to be renewed, AND there are no restrictions. It has to be more than 25 years old. I nearly passed out. I'm glad I don't have kids because if I did, I would NOT live in Tunica County and every other county in Mississippi shafts you on the property tax.
As had been stated many times in this thread with little indication of acknowledgement ...... IT WAS A DEALER INSTALLED OPTION, AUTHORIZED BY GM. THE THING COMES WITH A GM PARTS NUMBER FOR CRYING OUT LOUD. What exactly does the PA law state? The car must be bone stock before you get Antique tags put on it?
My inclination would be to fight it to save others in the future from having to fight this battle. That's just the way I am - sure you could remove it and then take pictures and then re-install it but that does not solve the problem for others.
I'd get the law and read it and then ask the DMV what source they are using for options authorized by GMC.
When they are wrong and no one corrects them, they will continue to do the same thing over and over again.
Maryland isn't quite as **** as PA, my luggage rack on my 81 was a dealer installed option as well and they could have cared less as long as the car was 25 yrs old at the time of the "Historic" tag request.
Texas C3 owners have several "no hassle" options. You can run regular plates, antique plates, classic car designation plates, or year of manufacture plates (YOM Plates).
I am running YOM plates on my cars. You obtain Texas state license plates for the specific year of your car (i.e. 1973) via car shows, swap meets, internet, etc.; then take them to the local county tax office and get them approved. Then install them on your car. NO CAR INSPECTION OR PHOTOS REQUIRED. Simple and easy.
YOM plates are very popular in Texas on corvettes, camaros, chevelles, etc. I know other states have this same option. Usually not advertised by the DMV. You have to ask.
Even if the plates you locate are damaged, rusted or bent you can have them restored to look like new. I sent one set to www.tagdr.com Very pleased.
Just got my PA Classic Plate today. As stated in an earlier post it was my second time through due to the luggage rack. Re-sent new pics/app. on 9-7-07, approved on 9-11-07, and received by me on 9-17-07.
10 day turn around ain't bad I guess..... for our Commonwealth that is...

I thought that luggage racks before 1977 were a dealer installed item. If this is true then I would go back to the Pa. folks and argue that point. Just tell them that the dealer did install the rack and it left the Chevrolet house with it .
I agree, tell those boneheads it IS original, It's a dealer installed GM option, like frigen floor mats........what jerks, what does some DMV shmuck know about vettes......?????
