I thought that luggage racks before 1977 were a dealer installed item. If this is true then I would go back to the Pa. folks and argue that point. Just tell them that the dealer did install the rack and it left the Chevrolet house with it .
I ton of guys here had the dealer installed luggage racks. That's as close to stock as you can get. What difference does it make anyway? If the car is old, it's antique, right? Why does it need to be stock?
so I'm guessing sidepipes are out of the question...........
We will find out in the spring when I put my 68 on the road with sidepipes. I'm also from Pa. and the sidepipes are not the original factory style. Might have to go into the paint section on my computer and make stock side covers in the picture.
well,i called and argued with the dmv and all they said was send them proof in the form of documentation . i called chevy dealer who was no help. where do u get it? i give up.
I did the same thing.... Aside from a rise in my blood pressure nothing was accomplished. Take 15 min. of your time and remove the rack, take a low angle pic of the rear and send it back with the others. You'll have your plate/registration in approx. 2 weeks round trip. As stated in an earlier post got mine yesterday.....
Pretty weird. I just registered my 76 as an antique and I was missing the stringray badging on the sides, corvette badging on the rear, and centercaps for the wheels and had no problem getting a plate. I guess it all depends on the person reviewing your application.
If your DMV needs proof - copy the picture and send it to them. Your dealership should have been more help. Documentation can be found on the internet - google it and you will most likely find it.

thanks IRISH JOKER,i already sent pics without rack but this looks like it could be the proof i need. after i get plates i will contact them with this and see what bs they give me.
Keep us posted on turn around time. I would be curious as to how many #'s our plates are apart with approx. a half month time between approvals. Good luck....
Now that I think about it #'s wouldn't even matter because you are getting an antique plate and i got the classic.......DUHH. Its late....if i wasn't at work I'd go to sleep....maybe I will anyway.

They've been harping on that in PA for several years - they want to make sure it's not a windowless jalopy project. I've gone through this process a dozen times in the past 10 years, so I know the fire drill well.
My suggestion? Photoshop pics of your car, or find a nice car just like yours on Ebay with two good side shots and a front and rear shot, save and print 'em on photo paper, and send those.
Not that I know anyone who's done that several times or anything...
