That's a bummer, but do you really LIKE the luggage rack? I personally would look at this as a good thing.
durango, I CAN TAKE IT OR LEAVE IT BUT WITH IT OFF WHAT DO I DO WITH THE 6 HOLES? sorry for caps.
I also live in Pa. This state will give you for anything that is not bone stock. Get a forum member to send you pictures of their identical car that is stock and the same in color and send them in. PROBLEM SOLVED.

When I removed my luggage rack I just left the rubber grommets in place. They really don't look bad on my black car so that may or may not work. I do plan on glassing the holes when I paint the car but they look fine for right now.

Devious, but this should work just fine so long as it matches the car you already sent them pictures of. If it's different at all they will call on you and deny you coverage for false pics. Trust me, they have the old ones scanned for reference.
BJ u got that right. well i just took it off and i really like how it looks but the holes stick out too much with war bonnet yellow so ill take pics and put back on.

In Texas, all the car has to be is 25 years old or more. The problem with getting antique plates here is the limitation put on you as to HOW to use your car (like very limited use for parades etc, not frequent use). Best way is to get "Classic Car" plates, use the same year plate as the year of your car, costs more but does not come with use restrictions.

Have someone with Photoshop remove the grommets from the pics before you send them. having such small details removed will be cake for someone with experience, and there are plenty of those guys here on the forum. Just get an email, send the pics, have them chop the pics, and email them back before you send them to the agent.
I thought that luggage racks before 1977 were a dealer installed item. If this is true then I would go back to the Pa. folks and argue that point. Just tell them that the dealer did install the rack and it left the Chevrolet house with it .
CCS, i thought about that but i like that u dont need an yearly inspection with ant. i only take car out on nice days on weekend anyway so dont mind the limitations. WN. black book shows 77 1st year it was an option.

I don't use my often either, but I just don't want to be hassled if a LEO thinks I'm using when and where he thinks I shouldn't.
Anyway, DB's idea of photshopping should get you by.
In the 60's and 70's the luggage rack was a dealer installed option with a GM part number and dealer installation. The rack was shown in the car brochure sometimes as a dealer option.
If the DMV crowd wants you play the game then remove the rack take the picture and reinstall the rack. On my first 73 I removed the rack and the 6 well nuts were not very visible. I reinstalled the rack after I cleaned and polished it because I like the usefulness of it.
Ask the BMV to give you the guidelines about what is eligible for the antique plates. I would bet MY car that the dealer installed rack is well within those guidelines. Those BMV "rules" have a way of getting massaged by their own people over time. {Either that, or the guy you talked to is an NCRS member.}

They have use restrictions here too as to be used for parades, club events which would also include cruises, etc. And they say it can be used for occasional use ( take that how you want , it's not clear ) They can be used for night time driving. Some people think it still applys. They have night time restrictions on the old model t's and A's because they didn't have sealed beam headlights. The lights were very low candle power.

I have seen this come up before. NOT the state giving a hard time for racks, but rack removal.
I HATED the look of them, BUT I have learned to love the usefulness.
Definately a love hate relationship.
Anyyway- I was about to remove mine and I had found these plastic furniture oplugs they use for covering up screws.
They had a small insert, but sure you could use something to anchor them.
Also sure they make wider ones.
Just paint em to match the color of the car.
I plan to do this if I remove mine.
Here is what I was thinking of- [
