Pulled off my front and rear bumpers about a year ago. Put the rear one outside under my portable car cover and the other in my attic. Now that all my body work is done, I pulled them in to test fit on the car. Looks like the front one shrunk in length by 1/8-1/4 in length. The rear one really shrunk in length like 1/2" or so.
I taped them on the car and I "hope" now that they will be the same temp as my car in the garage now that they will grow a little.
I know that a certain part of my anatomy shrinks when I swim in really cold water. I see you're on Cape Cod , have the covers been swimming in the ocean without your permission? Sorry, just a stupid joke, no help!

Original urethane bumper covers? If so, throw them out and get some new replacements either in urethane or fiberglas. The original urethane shrinks, cracks, and generally becomes crappy over the course of 30 years.

Need to wait for The summer time and let them sit in 80 degree plus. at that point they will give some and take shape.
If you're really set on using those you can try bringing them inside and letting them adjust to warmer temperatures. A heat gun might also help to soften them up, but I don't think they're going to look very good when you get them back on the car. Definitely better to go with fiberglass bumpers.
