The wire on the outside of the socket is the ground. One wire feeds the tail lamp filament and one the brake/flasher filament. Make sure you don't have the bulb in 180 out and also that you have the right two pronged bulb. If both those are correct, start tracing that brake filament wire back to see where you're losing voltage. You can measure the voltage in the socket with the bulb out. You should have 12 volts on one of the contacts in the socket with the tail lights on, but not on the other. When the brakes are on, you should have 12 volts on the other contact. Be careful not to let the meter probe short to the ground side contacts in the socket or you'll blow a fuse. You may have a broken wire between the brake light and the source.
