Ok...got several shops in the area. Located one close by. Even read up on their use by Googleing the product...interesting stuff.
The stains I'm attempting to remove were left behind from what I take to have been mildew and mold buildup. Residue was left behind which I've cleaned off but the stains remain.

If dish detergent (i.e., Dawn) and water won't clean it up, the vinyl dye (and upper surface layer) is worn off. You will need to re-dye the panel if it is not cracked or damaged yet. Easy to do. If you take the panel to an auto paint supply store [where the pros buy their supplies], they can formulate the dye to match what you already have. If you don't have spray equipment, buy a bottle/cannister Preval sprayer unit...inexpensive and works great. Any panels you dye must be thoroughly cleaned, rinsed, and dried.

The materials are in good shape...no tears or cracks. I did pick up some interior dye from I think Mid America for the Pace Car silver. I've tested it on the bezels...little flat. I think I read where you've got to put the clear satin over the paint/dye to add the gloss. I'm a little apprehensive to dye the vinyl. Thought what I might do if the DG330 does not cut the stains, is dye the backside of the armrest where it does not show to see how it will take.

Dye is just that. You spray it on the surface and it penetrates and bonds with the plastic. Never heard of needing to put clear over dye. If your [can] spray dye appears 'flat' compared with the other panels in your interior, I would suggest you go to the paint supply store and buy a small can of SEM vinyl dye mixed to match your interior. After you apply it, don't use any petroleum 'protectants' , buy a polymer-based coating like Nu-Vinyl or Meguiar's plastic protectant.
Well I picked up not only the PPG DX330 but SEM soap as well. Started out with the SEM soap but it didn't do it. Next did the DX...it failed to perform. I did it several times including with a stiff brush but those stains did not want to get out.
Looks like dye is next unless I go out and replace original with new ones.

Thats OK. There is no better product for prep use, than PPG DX330 prior to painting. You did not waste you money on that purchase.
Dye is a lot less expensive than new panels. And if your panels aren't cracked, torn, ripped, or broken, freshly dyed originals will look better than new replicas. [just one person's $.02] Plus, you'll have the dye for other panels that may need refreshing.

The automotive shop I'm getting my stuff from is getting into customized SEM dyes in the next couple of weeks. Next week they've got the factory reps coming in and doing workshops all week...timing is pretty good
I found out they can even dye carpet...though a little more complicated
