They just changed the law in Wisconsin. No more emission testing of any kind on cars older than 1996 as of July 1st of this year. Before this change cars had to be older than 1968 vintage. This doesn't answer your question, but I assume other states are going to do similar to save $ as it is cheaper to test newer cars and that the cleaner fuels now reduce the emissions on the older cars.
