I use RustBullet and Eastwood Rust Encapsulator to treat metal parts. Some people prefer POR products but IMO RustBullet is much easier to use. You can treat the inside of your frame with an Eastwood product or just spray some oil inside the frame. If done annually it will probably work as well as anything else.
Nothing will absolutely stop rust - it's Mother Nature's way of getting her stuff back but you can slow down her progress quite a bit.
Where is the rust? That could have a bearing on how you should deal with it.

At this rate this could go on till the rust IS a problem.
I assume you're referring to the frame.
Is the rust just on the surface? Is it the same everywhere? If you tap on the frame where the rust is with a small hammer do you get a nice solid sound or a thud? Is the rust thick enough anywhere that it's starting to form flakes?
Could you have someone who knows about Corvettes look at it and tell you what you have.
A few picture sure would be a help!

Ok, nothing major, but my corvette came from Iowa and has a bit of rust going on.
What is the best way to STOP it?
And preventative maintenance I can do to keep it from getting worse?
Place car in air tight storage facility, apply vaccum to remove all air, never drive again....
OK seriously. Check out the Eastwood rust system. Converter should stop the spreading, encapsilator should cover it up and keep it from getting worse or converting again and then paint.
If the rust is on the frame, just get underneath the car with a small ball-peen hammer. Use the 'flat' side to tap on the rusty areas to see of the metal resonates with a ringing sound or a dull thud. If it sounds like solid metal, turn the hammer over to the peen side and rap it again. If you don't get any denting or lots of rust falling out of the frame, it's likely to be pretty solid. If you have to sweep up the rust...you're too late to stabilize it with "Rust Bullets".

I don't think it's too far gone, looks like mostly surface rust. It was stored winters. I need to get under it this weekend to see exactly what is going on.
