My car is matte black, well I sprayed the tires with Armour-All, and was careful not to get overspray on the body. I let it sit overnight, but I guess I used too much, and on the first drive I returned to find little shiny spots on the paint where the Armour-All slung from the tires. Any suggestions on removing this?

Methanol - but you will have to rewax.
It also will take off tree sap.
I have to use it every year.
You have it better than in the old days. Brake fluid was used to make tires shiny, but if it got slung on the quarters, it'd eat right through the paint to bare 'glass!
Worst stuff ever invented... It turns you RWL or whitewalls brown and makes your vinyl age/crack [eventually].
Yeah I just gave it a try because I wanted some new pics, and I thought the shiny tires would contrast well with the matte black paint, but I won't make this mistake again. I don't want to damage the paint in removing it, so whatever I use will have to be sampled before it touches the car.

You don't wax matte finishes.
Armour-all won't absorb into the paint, so you can try wiping a small area with degreaser, but you'll likely spread the Armorall around and make the paint shiney at first. Eventually it should come off leaving your original sheen. Best to use a pressure washer with hot water and a degreaser until the Armorall is gone. Too much wiping might make the paint shine more, be carefull.
Just a thought - if you are going to use a product on your tires spray it on a towel then use the towel to apply the product to your tires. If you want to clean your tires I found that the best product to use is the grocery store brand of degreaser.
PS - when washing your Vette do not use a hose except on the bottom/tires on the car. That avoids water leakage into the car. Also, if you have any decals on the car use a hair dryer to get them off. Hope this is helpful info!!!
I would suggest isopropyl (rubbing) alcohol. It works well when prepping interior vinyl parts for dyeing work. And inexpensive at any pharmacy.
Not a bad idea, but if you go with this suggestion, go with denatured alcohol, it doesn't have the oils in it. Isopropyl alcohol has oils to prevent drying your skin when you get a shot. Therefore, I would say rubbing alcohol would leave it's own spot, clean, but a spot still.

Good point! You can use gasline anti-freeze (isopropyl) that I use in my daily driver. I shun the cheaper methanol versions as they damage rubber components in fuel injection systems.

Only reason I know about that alcohol, I use it every day in my job. I do sheetmetal, and composite reapair for the A-10 aircraft. I really do like my job, I work at the only place like it it. Davis-Monthan AFB, Tucson, AZ, AMARG, (the boneyard as its known worldwide). Now we do depot level maint., not just junk yard parts. BBTank

A very interesting job! Somewhere, and I forget the link, there is a very informative article on the pros-cons of using ethanol (drinking)/methanol(wood)/isopropyl(rubbing) alcohols in automotive fuel systems. In the old days the cheaper methanol was fine with carbs but today with FI you had better use isopropyl. It will be 0*F here tomorrow. I'm tanked up with a bottle of isopropyl added.
