I like the idea mentioned about checking with the owner of the property. You can get the info from your town hall free. Also you might try talking to neighbors.
Anatomy of a DMV Search
Overview
Division of Motor Vehicle Searches include the following:
Drivers Records:
This search returns specific information with respect to a subject's driving history and record within a given state. The primary use is to determine traffic violations, accidents, convictions and assessments of a subject. Secondary uses include address identification, physical description and date of birth of a subject.
Drivers License Number Searches:
This search is offered to determine the license number of a subject and is especially useful when a license number is not known, but is required, in order to perform a drivers record search.
Vehicle Ownership By Plate/VIN Number:
This search returns specific information with respect to ownership of a specific vehicle and requires the subject's vehicle plate number (or Vehicle Identification Number), and State.

Address Restrictions
Note: DMV records are obtained directly from the issuing agency and are subject to local & state laws. Some states restrict access* to the subject's physical address, and therefore may be omitted. This is out of our control and laws change often and without notice.
*The State of California restricts access and will not return current address information.

It hasn't been sitting too long if it's in good shape and the tires aren't down.
Careful. Sounds like you and your brother might be trespassing. It's possible the owner of the '68 doesn't want you or anyone else looking at it. That explains why she's locked up.

and then it would go to auction. They would attempt to locate the rightful owner but after a period of time,
the car would be theirs. Don't know how your brother could get it unless he bought at at the auction. You need to
notify the right person at the State, I can't imagine they would let the car sit on State property for another 20 years.
