The grills and vents are part of the Astro-Ventilation system and used on the 68-75 models. For early cars, they may have been functional, but by 75 they were purely decoration. Gone beginning with the 76s.
Grills are held in place with 4 trim screws. You can take them out if you want to clean them.
That's true for non-A/C cars. Those with A/C had non-functional rear deck vents.
Mine are non functional, A/C car, so I am taking them out and making the area solid since all the grills do is collect leaves and pine needles and the such.

I bought an '81 convertible conversion that used a '75 rear clip, and on that car they did the same thing: They filled in the grilles area.
The whole time I had the car, the "shadow" of the bodywork for filling them in never went away. It drove me nuts. It looked like someone had painted over 2 bumper stickers. I eventually had a shop remove the filler and put the grilles back in.

With that in mind, I guess I really dont mind the chrome grill look on my car after all.
