I would order a frame with the C4 suspension mounts. That way you could use the C4 suspension and rack & pinion steering. For an engine I'm biased but I'd recommend a LS engine. You can get plenty of HP out of them and good fuel economy with the computer controlled engine. You can use a T56 6-speed with the LS engine also. Why limit yourself to 5 speeds?

Get the frame with the C4 suspension.. The rack and pinion and aluminum suspension components ought to shave off atleast a couple hundred pounds. As for as the engine, I'd have to say that the ZZ454 coupled with an Edelbrock Performer RPM manifold will put you at around 500 HP. It would also offer the most reliability over any Gen1 or LS crate engine. If gas mileage is a concern start looking at some EFI's. I saw a while back where a '65 with a Ram Jet 502 was getting over 20 mpg! Considering a ZZ454 cam is a little smaller combined with the smaller cubes, I don't think you will have any problem accomplishing the same with the right gearing and tranny.
