should my high beams or brights be dimmly lit with the headlights on????

No. They should only shine bright when the high beams are on. Otherwise they should be off.

Default Bad ground
Sounds like you have a bad ground somewhere. A bad ground can do some weird things. You said in another thread that you just had work done in that area so he probably didn't hook up the grounds properly.
