It's obviously there to enforce the NO camping in city parks and NO sleeping in cars ordinance. If people weren't so busy texting they'd read the sign!

It's probably some super rare car done that way to protect it. I remember years ago a story in Readers Digest of a priceless piano in WW2 Germany that was hidden in plain sight by covering it in plaster. It was almost thrown away because it looked like junk, then they discovered what it was.
