I'm not sure just what you're thinking of making but the ones I've seen that look the best, have a flat washer welded to the shaft so the rear/flat part of the plug gets pressure on it too. Perhaps that's what you have in mind.
I find that warming up, and slicking up the point of the plug with grease, seems to help as much as the tool.

I've found that the original 40 year old plugs are still softer and more pliable than the new repros.
Also, discovered TWO lengths were used. Long plugs were used where the carpet plug needs to go through the carpet and rubberized firewall mat.

I just started them in the hole then grabbed it with needle nose pliers from the other side and pulled them into place. All the holes on mine were accessible from the other side. No special tools required.
