Racers actually did that with the race cars back in the day(molded in a hardtop). Reason was that the hardtop actually had better aerodynamics than the coupe.
Note the roof line, it is the hardtop, not the coupe.
I know greenwood used convertibles for the aerodynamics but I never saw one with the top glassed in just bolted down....in the pic above you can almost see the seam...

Knowing you're not one to shy away from ideas others might believe border on the margins (take that in a good way), I just had to see what pegged your WTF meter. And, yep, I'd have to agree that custom was most likely dreamed up while in a psychedelic haze.
I'd drive it.
There used to be a few similar to that in our area that the owners used as their only daily driver in the early 70's. I hope they are "found" someday in the same condition.
