Everything that car needs and the asking price would get you one already done with matching engine.
Glad you asked on here, you just save yourself a ton of money and work!
Based on the description, without seeing it, it's worth $9 - $10k.
There are much better specimens available.

I agree with the others, though/. Offer less. I think it is worth about $10K as-is. The crate motor hurts the value. It would be worth much more to a collector if it was the original engine, even if it was smoking or not running.
Figure on spending about $5K on interior, $5K to $10K on suspension, transmission, and rear-end, then another $5K on paint. When done, you will have a car worth about $20K.
I bought my '72 for $19K when the market was high. It had a new GM ZZ454 in it with some great aftermarket parts, but everything else was stock or original. The guy had receipts for $25K, not including his original purchase price of the car. I thought I was getting a great deal, and he was sad to see it go. It ran and drove, but everything needed work. The interior was nice, but worn. The paint was OK, but faded. The suspension and steering had a lot of play. The brakes were scary. The frame was solid, but needed cleaning and paint. Now, a few years later, I have a little over $30K in the car, and will be puting another $10K in it this fall with more paint & bodywork, wheels & tires, and A/C. When it is done, I should be a little shy of $50K and 1,200 hours of labor invested in it.
I could have bought a completed restoration for half of that and been driving it all these years.
But...where's the fun in that?
