My question is how can you tell if your chassis is ok for example if you have alot of dents in it and light rust here and their and can a chassis be restored ?
If it just has light rust, wire brush it off, put some rust 'converter' on the rusty areas, and paint it with semi-gloss black paint. You only need to "restore" the frame if you find badly rusted areas that need to be cut out and patched.

What kind of dents or are they more of small dings? Go to someplace like Eastwoods and you can see examples of rust inhibitors, rust convertors and chassis paint. They have some videos to give you an idea how the product works.
Had a friend take a look at the chassis and it seems its in prety bad shape, they used bondo to make it look boxy in more than 1 spot
but I found a realy good replacment so I will attempt a frame swap.

Thats what I am saying, I got the car a few days ago I had a few freinds tell me the car needs alot of work it runs poorly engine back fire the transmission does not shift right has issues every were this is my dream car ever scence I was 10 I am 43 now and I finnaly have her

Do your homework. A frame swap is more involved than it might look.

1980 Assembly Instruction Manual (AIM) shows the frame and everything that was eventually attached to it, how those items were attached, and lists the original GM part numbers.
Do you have an owner's manual? If not, order one when you order the AIM. Lots of valuable information in the owner's manual.

This sounds crazy to many, but something about bringing a neglected old car back to former glory is not really work. It's hours of enjoyment. Be smart about it though, if the frame is that bad off, the birdcage structure could be equally as bad. A better condition car might be a wise choice, and you could use what you have as a parts car. But it's your decision and your car.
