Federal law trumps state law and states you have to retain the factory number and location of catalytic converters. Since the '78 only had one cat you need to stay that way. Headers are legal as long as they have the same smog provisions as factory manifolds. Aftermarket high-flow cats are legal.
It's then up to the state how much of that they enforce. But be aware that even if NJ does not check today, they can change the law and start checking at any time.
What kind of tags are you planning on using? There is no inspection if you run Antique tags. If you run regular use plates, you get an emission test once every two years. I have not seen them do a visual on mine, but with a '70, it didn't come with cats. The idea that you can't go to a dual system with modern high-flow cats, a better system BTW, is stupid. I know it is the federal law, but it is a stupid law.

But there's no IQ test required before becoming a law-maker.
but you cant drive everyday with historical plates, some cops might pull you over.in ohio, your only suppost to drive to parades, and car shows only.plus they require the front plate.but you could take a chance with historical plates, and hope they dont bug. dont know n.j. laws. or just remove the cats after the inspection
