Is this car worth $19500? provided that the frame is not rusty.

This car was listed in the C3 for sale section of this forum on 7/1 by "the dude". If it's an original LT-1 and the motor is original and it's not rusty, it would be worth in that ballpark. The paint sounds weak but nice LT-1's bring more money.
Certainly worth and inspection

"Rusty" is a relative term. There is a big difference between 'rusty' and 'rusted out'. All 40+ year-old cars will have surface rust (unless someone has painted over it...then you need to be cautious). Heavily rusted frame and/or birdcage parts that weaken the basic structural strength of the vehicle is what you need to be concerned about.
I can tell you that, from the photo of the tail of the car, it has likely been in an accident. The C-O-R-V-E-T-T-E lettering is squeezed together way too much for factory-drilled letter locations. You should be cautious and thorough in your inspection. And, if solid documentation is not available, you should not pay any significant premium for the LT-1 option.

I agree that the rear lettering isn't correct. And It should also have the alarm on the rear as that became a standard feature on all '72's

I believe that there is an aftermarket distributor and it is missing the smog system. Looks as if someone tried to touch up the engine compartment with a rattle can of black paint as well (note the wiper door vacuum cannister).

A bit too high, too. They're supposed to be along the 'centerline' of the rear lights.
Funny...why go through all the trouble to rebuild the rear end to get the lights and all the other glass perfect, then totally screw up on placement of the letters? If a new rear 'plate' was installed, wouldn't it have the proper holes already drilled?
Or perhaps the car wasn't hit at all. Maybe someone thought it would look cool without the letters, had them removed and the holes glassed. Then a later owner tried to reinstall to these results.
A quick inspection behind the rear valence would tell the story...

WHile the LT-1 is desirable, that car has no air.. plus the rear has had glass work done (no alarm key, letters too close.) Under hood has the bubba spray black out work done.. paint weak / interior needs redo.

I will take a close up of the lettering. It doesn't look like that in person. I think that's a side effect of shrinking the picture. As far as I can tell, there isn't any accident damage. I would have noticed that when the tank was out.
