rear window tray bumpers

Hi,
It seems the chrome strip would need to change in order for the bumpers to be mounted? Or if the strip had just one hole did the tray just get one bumper?
71, #6589, 3 pads, 1 hole (unused) in the strip.
Did the change in the latch have anything to do with the type/number of bumpers/pads??
