On posting rules "bottom left hand side of screen" It says I cannot post attachments. Why? I see others posting pictures of their Vettes.
In the message diagram it has a button for inserting an image, but it is from a URL.

When you see a picture in a thread the picture is being hosted on another website, and the only thing in the post for the picture is a link telling the browser where to get the picture.
There is a sticky (link to sticky - http://forums.corvetteforum.com/1583141355-post1.html) at the top of this forum telling how to post pictures hosted on Photobucket, it's really easy to do, particularly if you have a smartphone with the Photobucket app.

Forget about attachments. You post pictures by linking to an image stored by a service. The easy way:
-get a free Photobucket account. Upload your picture there.
-COPY the IMG link. ( it's the one on the bottom)
- Paste the link into your post. It will work if you follow the directions.
