I have these brackets on my 68. They were installed on 68 and 69's. I plan on installing them on my 70. I've already bought them from a Corvette vendor. The 68 and 69 had a lot more thermal protection that the 70 and later cars. I'll build my 70 with a 68/69 underbody thermal blanket system. I'm pretty sure they were painted black.
Do you have some reason to think they weren't painted black?
I know the bottom metal floor pan heat shield is covered in a gray phosphate finish and the toe-pan on the firewall is off white, but no mention of the brackets which are riveted to the crossmember, im assuming they are chassis black

I believe the brackets for the heat shields were plated dark phosphate and not painted semi-flat black.
Perhaps someone with more 69 knowledge will add their thoughts.

Here are pics of the front and rear of my 69. I believe that they were painted black as all that I did was clean them. The white plastic deflectors and the metal heat shields were covered with 40 years worth of grease and road grime.

I'm wondering how original the finish on the brackets in your picture may be since it appears they've been off the car. The pop rivets used to re-install them is the give-away.
