I assume the lower back frame has bent but it feels solid. I tried to grab one of the upper bolts and see if it was weak and would bend back in place. I couldnt move it.
Is there a better fix short of replacing the seat?
In most cases that bracket will fix the seat frame if there is rust or damage. But I've seen plenty of them that just had a weld broke in the frame and not need that plate at all. While it may seem solid to you, the fulcrum of your weight on the seat back is very capable of bending the frame.
You may want to peal the seat cover back a bit and see what it looks like before you do anything.
