The switch itself has a breaker located inside. If the breaker is bad it will cause the lights to flash. I'm not sure what metal its made from but it responds similar to beryllium in that heat makes it curl, coolness makes it go back.
If the headlamp switch isn't the problem, which from what you say.. "when in park they stay on" Then you probably have a major short somewhere. How about Neutral... Same response or different?

Yes.. but before you remove it... Do the headlamps flash when the car is in neutral???
On the back (bottom) of the switch is a release button.. turn the switch all the way to the left and push the button inward, this will release the ****.
