Here is a sad picture of my '75 before owned it. You can see the correct hook-ups of the vacuum lines to the EGR and EFE TVS (the previous owner snapped a nipple of the EFE TVS and thought he could get away with a vacuum plug on the EFE actuator?).
Right! So for 1978, the TVS on the thermostat housing is for the EFE actuator that is connected to your passenger side manifold. Your EGR TVS is mounted in a port on the manifold (which you've shown above).
I'm guessing you have an L-48? Check out Doc Rebuild's page, you can zoom in on his kit and see the correct ports for a quadrajet.
Mine is a L-82 with headers, and that would explain why the EFE acuator is gone..I wonder if my egr valve would work if I used the tvs that is still in place for the EFE acuator ?? Thanks for your help
A "little" coolant to some of us might be a lot to other members....(to me---anything less than a quart is a little....LOL!)
Just in case, I would have the new switch ready and reachable/a cloth ready to absorb any spilled coolant on the engine....then unscrew the old switch...have a thumb ready (on a COLD engine) to press over the threaded hole until you can stick the new threaded switch into place and tighten it making sure the vacuum ports are pointed in the correct direction.

I haven't been having any luck finding this,, seems to have been discontinued or very hard to get... Would it run ok if the egr was connected to the vac. port that the tvs is connected to ? Or better not to run the egr at all ? Thanks
They are on Napa's website, when I contacted them I was told that they were discontinued, other places have told me the same thing... or that they can back order... I plan to get one but am just asking what would be the best way for now ,, either connect the egr to the port the tvs connects to or don't connect the egr at all ... Thanks
