I believe originally the master cylinder was painted a low gloss black.
It was typically a thin coating and I've seen it referred to as foundry black.
I think it's real purpose was to protect the casting from rusting until it went through the machining process.
So black would be o.k. too.

As Alan said, '68 was painted gloss black, but if you still want silver, I used some stainless steel spray that was very durable. It was made by some industrial supplier, and I don't remember the name. It came out of the can pretty thick, and needed to be shaken frequently.
And if you really want to go retro/correct, you will need a mc with twin bleeder screws, which are available through venders and ebay. These mc's are usually cheaper if you buy them from a GM/Chevelle/etc vender rather than a dedicated vette dealer.
To my knowledge and experience, semi-gloss black was put on engine compartment components. I really do not recall any gloss black paint coming from the factory on a C3.
I'm sure I'm in conflict with some esteemed reference document...but I doubt that it was created by GM or Chevrolet.
