Wilcox has an excellent trouble shooting guide for wiper repair. I use it, makes for quick trouble shooting. last repair I made was to the override switch, had it in the wrong position. it's heck getting old LOL. T

Take a look at the gauge bezel and make sure it's not cracked. The wiper switch grounds thru the bezel and if it is cracked you loose the ground and nothing works. Check the thin section on both sides of the bezel ware it is the thinest.
I don't think the 74 will have a relay, that's a 68-72 item. Main things to check, make sure yellow wire at the wiper motor has 12 volts with key on. Make sure there is a ground wire to the body of the wiper motor and as stated above make sure the gauge bezel is grounded and not broken. The switch needs the ground because it grounds different terminals to make the wiper motor work.
