Dave define front and back of the actuators please if the front is facing the engine then they are correct.
You have the vacuum schematic for your headlights ??? IF so...it is clearly shown on how the hoses go form the actuator relays to the headlight actuators (pods).
Switch the top and bottom large hoses that are on your actuator relays....and see what that does.
The check valve does not matter in your issue. It matters if they take a long time coming up and going down....that is all.

The front of the actuator is the straight port pointing towards the front bumper. The rear port has a bend in it and faces the driver. Sounds like yours are reversed.

Thanks for clarifying that, now I can see something is connected wrong, the colors are right, just the placement is wrong, I'll change it out later today and update.
I also verify that the vacuum switch that is made onto the headlight switch is working before I put it in. I ASSUME NOTHING.

Yes. The originals can wear and leak. Especially troublesome are repro vacuum switches. The repro override switches can be leaky. If the main light switch is repro it also could be defective.
Didn't get to the lights tonight, had the car at my body shop to adjust the window, man he did an awesome job, window works great, door closes like brand new. Damn it gets dark quickly.
Follow up to the headlights, I switch the hoses at the relays and voila!! I never would have figured that out because the colors of the hoses were correct at the actuators. thank you guys SO much for all the help, with the day's getting shorter having headlights extends the time I can drive for whatever short time we have left this year.

I KNEW you has a hose routing issue. Like I wrote in post #2, #15 and #21.
