purchased a 1974 stingray very original 90k miles. I've put 1400 miles on it this year. when first bought the driver side light would not lift all the way but with some asst. it would , both went down correctly. now the driver works right and the passenger side will not retract at all. first corvette, I bought as a project , car in very good original condition, needs some tlc inside and paint, mechanically in great condition.

The head lights can be quite a puzzle.
The headlights are controlled by vacuum 'relays', and moved by vacuum 'actuators'.
Do you have any sort of vacuum pump with a gauge so you can test the operation of the relays and actuators independently?
If you look under the front/center of the hood surround and see 2 actuators you can carefully move the hoses to the actuators from 1 relay to the other…. in other words, switch the relays.
If the the driver's side now doesn't work but the passenger's side does you'll know it's a relay problem.
If the passenger's side still doesn't work you'll know it's an actuator problem.
So begin by trying that.
Be VERY careful in moving the hoses so that you don't mix them up or put them in the wrong place on the relays and actuators.
