That's a picture of some snow we got here in Toronto (recycling bin says City of Toronto on it) yesterday - it was an early snowfall and the ground is still too warm for the snow to stick.
If he left it overnight however that snow would be frozen solid today - it is bitterly cold as there is a polar vortex in action being affected by some system out of the pacific.
Who even heard of "Polar Vortex" before last year....
Oh yeah I know, I used to live in Grand Forks, North Dakota. I can remember my parents having grilling parties (in shorts) in temps of 30s-20s. When I was born, it was nice and toasty at -72 F. I later moved to Hawaii and lets just say it was a lot warmer there.
We actually drove these things in the snow back in the day, kids.
My brother has talked about playing "tag" with a buddy of his back in the day. No contact of course, but they chased each other around city streets in the snow. '68 427 Vette and a big block Monte Carlo.
Looks to me like he/she didn't have any where else to park it.
I have a pretty small one car garage that my 77 lives in,
but if I need to work on another project, space is a at a premium so the vette sits outside. I know its hard on it, and its not ideal, But if it was an ideal world we would all have the space/time/money to do what we want. I also use mine as my DD, it's my hot rod and it would be the same if was a Camaro, or an old C-10 Chevy truck. Make improvements as you go, fix what breaks, and enjoy it!

There is a youtube video of the owner of it ramming the crap out of a 3rd gen Camaro without the plow. Crushed the front clip and blew a tire. It was interesting to watch. I forgot what the title was, I tried to find it, but I couldn't remember what it was titled as. Anyways there were 2-3 videos of the guy damaging both the Vette and the Camaro. It was essentially a demolition derby. So that Vette, which I think it was a '63-64 possibly, was in worse shape after the video than it is in this picture.

The demo derby was to remove the body panels etc...
