It looks like the passenger side is not hooked up in your picture.

Passenger side cable appears to be broken where it attaches to the latch.

Yea it is. I opened the hood and closed the latches as if the hood would be down and pulled the level and only the drivers side clicked open. So I just gotta buy a new one and install it and it's ready to go or is there some routing trick I need to know?

No tricks but make sure that the new cable is the same length in regards to the plastic housing where the plastic tabs that you secure to the latches are correct. USE all of the factory anchor points and do not try to 're-invent the wheel' here. Keeping the plastic cable housing secure will allow this cross-over cable to work correctly IF it is not secured correctly....the cable housing can flex....thus making your hood on the passenger side NOT open because the cable housing can move too much.
Some Corvette owners install another set of individual cables to each side so if you hood cable breaks...they still have a way of easily opening the hood on each side individually.
