It's s pretty simple job once you get the old one out. Clean up the area real good. I used the lord fusor 116 adhesive I believe. You can get the header panel from just about any of the corvette parts suppliers but be prepared to be disappointed in the quality. It fits ok but it's very thin and nothing like the original. Probably an import.
Hi Myoriginal77, I had to replace mine on the 69 I am working on. You can go to my thread (RVZIO69Restore) where I have pictures showing the adhesive, clamping process and other things. You will need the bar and bonding piece. I have a new one but I am not sure if they still used rivets in 77. The bar really should go back where the original was because it does effect the headlight assemblies and their gapping.

AS for the replacement steel support....you can more than likely get that from any major Corvette supplier.
AS for the adhesive....it NEEDS TO BE an adhesive than can bond steel to fiberglass/SMC
SO...for one example is the SEM 39747...LORD FUSOR has one...along with other companies.
AND...if you DO choose the SEM product...you will need to contact SEM and get a hold of their local rep and that rep more than likely can loan you the special application gun so you can apply the product. I DO KNOW that the new part will need to be ground where the adhesive will go...but you can verify this when you get it and talk with the rep.
The prep of the body panel and the set-up is where you are going to have a lot of time so when you actually bond it in place...it is where you want it.
